Foreign Cards in Korea — Works / Doesn't Work

The Definitive Map of Where Your Visa or Mastercard Will — and Won't — Go Through

🕐 Last verified: June 2026
TL;DR — 3 things to know before you pay
⚠️ Critical — Carry Cash Backup
Korea is not fully cashless for foreigners. About 40% of establishments — including traditional markets, small restaurants, street food stalls, parking machines, and many taxi meters — cannot or will not process foreign cards.

Withdrawal limit at convenience store ATMs is ₩300,000 per transaction (~$220 USD). For larger amounts, find a Woori Bank, Hana Bank, or KB Kookmin Bank branch ATM. Always withdraw cash on arrival at Incheon Airport GS25 or airport bank ATMs before leaving.

Best ATMs for Foreign Cards

Ranked by reliability, fee, and availability. All require a PIN — credit-card-only withdrawals are not supported.

🟢 GS25 Convenience Store ATMs — Most Widespread
Over 17,000 GS25 stores nationwide — one is almost always within a few minutes' walk in any urban area. Look for the blue "Global" sticker on the ATM. Not all GS25 ATMs are Global-enabled — check the machine first.
Withdrawal limit: ₩300,000 per transaction (~$220 USD).
Fee: ₩3,000–₩6,000 per withdrawal (+ your home bank's international fee)
🟢 Woori Bank — Lowest Korean Fee
Woori Bank charges the lowest domestic ATM fee among major Korean banks for foreign card withdrawals. Branches in most major cities. Look for "Global ATM" signage.
Withdrawal limit: ₩700,000–₩1,000,000 per transaction.
Fee: ₩2,000–₩3,000 per withdrawal
🟢 KB Kookmin & Hana Bank — Tourist Area Branches
Both banks have multilingual Global ATMs in high-traffic tourist areas: Myeongdong, Insadong, Hongdae, Itaewon, Busan's Seomyeon. Higher withdrawal limits than convenience store ATMs. Some branches have dedicated Global ATM corners with English, Japanese, and Chinese interfaces.
Fee: ₩2,000–₩4,000 per withdrawal
🟡 Citibank Korea — Zero Domestic Fee (Limited Locations)
Citibank Korea ATMs charge no domestic fee on foreign card withdrawals — you only pay your home bank's international fee. However, Citibank Korea locations are limited to select Seoul branches (Myeongdong, Gangnam, Jongno area) and have restricted operating hours.
Fee: ₩0 domestic fee (your home bank fee still applies)
Visa debit cards have a higher rejection rate than Visa credit cards at Korean ATMs. If your foreign Visa debit card fails, try: Mastercard, Wise, or Revolut. Wise and Revolut Mastercards have the highest reported success rates among travellers.

Step-by-Step: Withdraw Cash at a Korean ATM

What to do when you need KRW cash quickly.

1
Find a GS25 convenience store
Use Google Maps or Naver Map — search "GS25 near me". GS25 is the most consistent chain for foreign card ATM access. CU and 7-Eleven also have ATMs but with lower Global-sticker coverage.
2
Confirm the ATM has the Global sticker
Look for a blue "Global" sticker, or Visa/Mastercard/Cirrus/Plus logos on the machine. If absent, your card will be rejected. Move to another GS25 or find a bank branch ATM.
3
Insert card and select English
The ATM will prompt language selection on the first screen. Select English (or your language). If no language prompt appears, the machine may be domestic-only.
4
Select Withdrawal → Savings
Choose "Withdrawal." When asked for account type, select Savings — even for credit cards, selecting Savings gives the most reliable result on Korean ATM systems.
5
Enter PIN and amount
Enter your 4-digit PIN. Enter amount in KRW. Limit at convenience store ATMs is ₩300,000 (~$220 USD). For more, find a bank branch ATM or do multiple withdrawals (transaction fee applies each time).

Common Payment Failures

The real reasons and exact fixes for each rejection scenario.

FAIL "Card declined" at a restaurant that shows Visa logo
The Visa logo may refer to the card network, but the terminal is configured for Korean domestic cards only.
Fix: Ask if they accept "foreign cards" (외국 카드). If not, pay with cash or find a nearby ATM. Convenience store ATMs (GS25) are often 2–5 minutes away in most areas.
FAIL Card rejected at parking machine or taxi meter
These machines use dedicated Korean-only payment terminals that predate international card integration.
For parking: pay the attendant in cash or find a machine that accepts cash. For taxis: pre-book via Kakao T or k.ride app with your card registered in the app — the payment is processed through the app's system. Or carry cash.
FAIL ATM shows "Transaction not completed" or "Cannot process"
This usually means: (1) the ATM is not Global-enabled, or (2) your card type is not supported.
Try: another ATM with the Global sticker. Switch from Visa debit to Mastercard if you have both. Wise and Revolut cards have the highest success rate. If all fail, contact your home bank — they may have a daily international withdrawal block you can disable via app.
FAIL Online Korean shopping site rejects foreign billing address
Korean PG systems often require a Korean address for card verification.
Fix: use Coupang's international checkout (Rocket Delivery to select countries), or buy through the official brand's international website. For Korean-only items, consider asking a local contact or using a package forwarding service with a Korean address.
FAIL Ran out of KRW cash and no ATM nearby
Convenience store ATMs are your fastest solution — GS25 stores are rarely more than 10 minutes away in any Korean city.
Emergency options: (1) Use Kakao Pay's "Send Money" feature if a local friend can transfer KRW. (2) Pay by card at a GS25 counter purchase, then ask if they can give change (unusual but sometimes possible). (3) Currency exchange kiosks in tourist areas accept USD/JPY/EUR for KRW with no card needed.
"강남 식당들은 외국 카드 되는데 골목 식당은 거절. 항상 현금 ₩100,000 백업 가지고 다님." (Translation: "Restaurants in Gangnam accept foreign cards but alley restaurants don't. I always carry ₩100,000 cash as backup.")
Korea travel community · March 2026
"Wise card worked in every GS25 ATM I tried across Seoul and Busan. My regular Visa debit failed twice. Get a Wise card before you go — it's genuinely a game changer for Korea travel."

Frequently Asked Questions
Yes — GS25, CU, and 7-Eleven all reliably accept foreign Visa and Mastercard for in-store purchases. Convenience stores are the most consistent place in Korea for foreign card acceptance, which makes them an important fallback when restaurant or market payments fail. GS25 also has the most widespread Global ATMs for cash withdrawal.
GS25 convenience store ATMs are the most widespread and reliable for foreign cards — look for the blue "Global" sticker. Bank ATMs that reliably accept foreign cards: Woori Bank (lowest domestic fee, ₩2,000–₩3,000), KB Kookmin Bank, and Hana Bank. Citibank Korea ATMs charge no domestic fee but are only in major areas. Withdrawal limits: ₩300,000 at convenience store ATMs, ₩700,000–₩1,000,000 at bank ATMs.
Korean parking machines and many taxi card readers use older domestic payment terminals that only support Korean-issued cards. These machines were installed before international card compatibility was required. Workaround for parking: use KRW cash. For taxis: use Kakao T or k.ride app to book in advance with a card registered in the app — the payment is processed through the app's system, which handles foreign cards correctly.
Yes — Wise and Revolut cards generally have higher acceptance rates at Korean merchants and ATMs compared to regular foreign debit cards. They use the Mastercard network (which performs better in Korea than Visa debit), use real mid-market exchange rates, and have lower foreign transaction fees. Wise in particular is widely recommended by expats and long-term travelers in Korea.
Most vendors in traditional markets (Gwangjang, Namdaemun, Dongdaemun fabric market) are cash-only. Even stalls that accept Korean cards often reject foreign cards. Always carry ₩50,000–₩100,000 KRW cash before visiting any traditional market. ATMs near market entrances sometimes accept foreign cards — look for Global ATM stickers.
Most experienced travelers recommend keeping ₩50,000–₩100,000 KRW as a cash buffer at all times. This covers a traditional market visit, a taxi ride, a meal at a small local restaurant, and emergency T-Money top-ups. Withdraw cash on arrival at Incheon Airport GS25 or airport bank ATMs before leaving — these have some of the most reliable foreign card ATMs in the country.
