The Two-Layer System
Not all Korean verification is the same. One works for tourists. One doesn't.
LAYER 1 — SMS VERIFICATION
문자 인증 · A 6-digit code to your phone
The app sends a code to your Korean number. You type it in. Done.
This only confirms you own the phone number — no ID check.

LAYER 2 — 본인인증 (BON-IN-IN-JEUNG)
Real-Name Identity Verification · Government DB lookup
The PASS app (run by KT/SKT/LG U+) cross-checks your name, phone number, and Korean resident registration number against a national government database.
Foreign tourists are simply not in that database. The system returns a rejection regardless of how valid your SIM is.

What Your Tourist SIM Unlocks
A Korean 010 number gets you further than most travelers expect.
✅ With any Voice+Data tourist SIM (010 number)
You can: order food on Baemin, book Kakao T, use KakaoTalk, register for Coupang Eats (iOS), receive OTP codes for hotel/booking confirmations, and use most traveler-facing apps.

PASS app (real-name verification), Korean banking apps, domestic concert ticketing (Melon, Interpark KR, Yes24 KR), government services, and any app that explicitly calls the 본인인증 API.
⚠️ Naver Map account suspension trap
Creating a Naver account before arriving in Korea often triggers an automatic "suspicious activity" flag — your account gets suspended before you even land. Creating an account from Seoul on a travel eSIM also triggers "suspicious mobile network" blocking. Solution: use Naver Map without logging in — basic navigation works without an account.
Long-Stay? The ARC Path
ARC (Alien Registration Card) unlocks nearly everything — but there's a catch with your SIM.

Get your ARC from immigration (after 90 days)
Required for stays over 90 days. Apply at the nearest Immigration Office. Takes 1–3 weeks to issue.

Get a NEW SIM registered with your ARC
Critical: if you registered your Korean SIM with a passport, you must get a new SIM registered with your ARC number. LG U+ confirmed they cannot upgrade a passport-registered SIM to ARC — you need a new one.

Register your ARC in the PASS app
Download PASS (by KT, LG U+, or SKT). Select "외국인" (foreigner) during setup. Enter your ARC number + date of birth. All-Korean UI — use a translation app on another device to navigate.

Unlock banking, ticketing, and government services
With PASS registered, you can open KakaoBank, access Toss (Viva Republica), book directly on Interpark KR, and use government digital services.

Every major Korean ticketing platform has a separate English-language global site that requires only email signup and a foreign credit card:

💳 Korean-only payment — PAYCO workaround
PAYCO allows email signup (no ARC, no Korean phone) and lets you top up via PayPal. Once topped up, you can pay on Yes24 KR, Baskin-Robbins, and some Korean shopping sites that only accept Korean cards.
Time required: ~2 hours — Download PAYCO → email signup → PayPal top-up → verify email chain. Complex but confirmed working as of 2026.
🛵 Food Delivery — No verification needed
Since May 2024, Baemin (배달의민족) allows guest orders with a foreign card and no account. Coupang Eats works on iOS. No 본인인증 required for either. Shuttle Delivery is an English-first option but charges ~10% premium.

Since foreign tourists don't have a Korean resident ID or ARC number registered in that database, the system returns a rejection — even if you have a valid Korean phone number and a working SIM.
