- ARC doesn't fix everything. Taxi refusals, foreign card declines at stores, and some cultural friction points are unrelated to ID — ARC doesn't solve those. Set expectations correctly.

Things foreigners sometimes expect ARC to solve — but it doesn't.
STILL FAILS Taxi refusals
Taxi refusals are a cultural and language issue, not an ID issue. ARC doesn't change how a driver perceives or communicates with a foreign passenger. Solutions: use KakaoT (taxi app), which creates a paper trail that discourages refusals; use app-dispatched taxis; or show your destination in Korean text on your phone.
STILL FAILS Foreign card declined at stores
Card declines are payment network issues, not ID issues. Your foreign Visa or Mastercard can still be declined at Korean terminals regardless of ARC status. The fix is the same: try Wise card, Mastercard over Visa debit, or NFC payments via Samsung/Apple Pay.
STILL FAILS Some club or venue entry refusals

DELAYED 본인인증 doesn't work immediately after ARC
After getting ARC and opening a postpaid SIM, it may take several days before 본인인증 apps (KakaoPay, banking apps) pass verification. The carrier needs time to link your ARC number to your account in the national database. If verification still fails after a few days, check that your name on the ARC exactly matches your carrier registration — a name mismatch (e.g. passport name vs. ARC romanization) is a common and often overlooked cause of ongoing failure.

Walk-in is possible but often means 2–3 hour waits. Online appointment booking saves time significantly. Select "Foreigner Registration" and choose your nearest immigration office. Seoul has multiple locations — Yeoksam (강남) and Mapo are foreigner-friendly with English staff.

Prepare your documents
Required: (1) Original passport with long-term visa, (2) 1 passport photo (3.5×4.5cm, white background, taken within 6 months), (3) Proof of address — lease contract, school accommodation letter, or employer's letter of employment with address, (4) ₩35,000 application fee in cash.

Submit at the immigration counter
Take your appointment number, wait for your turn. Hand all documents. Fingerprints and on-site photo are taken. The officer may ask about your visa type, employer, or school. The processing is usually straightforward and takes 10–15 minutes at the counter.

Receive physical ARC in 1–3 weeks
The card is mailed to your registered address. Standard processing is 1–2 weeks; busier offices may take 2–3 weeks. Track status at hikorea.go.kr with your application number. If you need it urgently (medical, employment), ask at the counter about express processing for an additional fee.

Open postpaid SIM and bank account
With ARC in hand: visit a carrier store (KT/SKT/LG U+) to open a postpaid SIM. Visit Woori or KEB Hana Bank to open an account. Wait 48–72 hours for SIM linkage, then set up KakaoPay, banking apps, and 본인인증-requiring services.

Mobile ARC — New in 2025
Digital ARC with legal equivalence to the physical card.
Since January 2025: The Mobile ID app (모바일 신분증) provides a digital version of your ARC with the same legal validity. Set it up via the app after receiving your physical card — scan the card, verify with your ARC number, set a PIN. The digital ARC can be shown to authorities, used for building entry, and accepted at some services that require ID verification. It doesn't replace postpaid SIM for 본인인증 — that still requires the carrier linkage — but it's useful day-to-day.
