TL;DR — 3 things to know before you try PAYCO
- PAYCO requires ARC — full stop. It uses 본인인증 (Korean real-name identity verification) which links your phone number to your national ID. Tourist SIMs aren't in that system. There is no workaround for PAYCO itself.
- The PayPal angle is a dead end. PAYCO has a PayPal partnership, but it requires a PAYCO account first. No account = no PayPal link. Forget it. (Verify current partnership status in 2026 — integrations can change.)
- Samsung Pay + Apple Pay fill the gap perfectly. Both accept foreign cards, work at NFC terminals across Korea, and require zero Korean ID. For transit, get a WOWPass card from any airport kiosk.
⚠️ The Hard Truth About PAYCO
PAYCO cannot be created or used without an ARC card.
Registration requires 본인인증 — Korean real-name identity check — which is tied to a postpaid Korean SIM that must be registered with your ARC number. Tourist prepaid SIMs (even ones with a Korean 010 number) do not pass this check because they're registered on passport only, not linked to the national ID database.
The same restriction applies to KakaoPay and Naver Pay. All three Korean super-apps require ARC for financial features.

Payment Options Compared — ARC vs No ARC
Every major payment method available in Korea and whether it works without ARC.
| Service | Works Without ARC? | Device / Requirement | Best For |
|---|---|---|---|
| Samsung Pay | ✓ Yes | Samsung Galaxy device + foreign card | NFC payments at shops, restaurants, convenience stores |
| Apple Pay | ✓ Yes | iPhone / Apple Watch + foreign card | NFC payments at contactless terminals |
| Visa/Mastercard (physical) | ✓ Yes | Any card | All card-accepting stores; best fallback |
| WOWPass | ✓ Yes | WOWPass kiosk + foreign cash or card | T-Money transit, convenience stores, small cash needs |
| PAYCO | ✗ No | Requires ARC + postpaid SIM | Not available to tourists |
| KakaoPay | ✗ No | Requires ARC + 본인인증 | Not available to tourists |
| Naver Pay | ✗ No | Requires ARC + 본인인증 | Not available to tourists |
Pro tip: A Wise or Revolut card used as a physical card has significantly higher acceptance rates at Korean terminals than a standard US/EU bank Visa debit card. If your primary card keeps getting declined, try Wise first before assuming the terminal doesn't accept foreign cards.
Option A: Samsung Pay Setup
The best PAYCO replacement for Samsung device users. Foreign cards register without any Korean ID.
Requirements
✓ Samsung Galaxy S8 or later (or any Samsung with NFC)
Samsung Wallet replaced Samsung Pay in 2023 — same NFC functionality, new app name. If your phone has NFC, it works.
✓ Foreign Visa or Mastercard (credit or debit)
Most international cards register successfully. If your card is blocked, try a different bank's card or Wise.
Step-by-Step
1
Open Samsung Wallet
Find Samsung Wallet in your app drawer (pre-installed on Samsung devices). If not present, download from Galaxy Store or Google Play. Samsung account login required.
2
Add your foreign card
Tap "Add card" → "Credit/Debit card" → scan your card or enter details manually. Your card issuer may send a verification SMS or require approval via their app.
3
Verify the card
Complete any verification your home bank requires (one-time code via SMS to your home number, or approve in your bank's app). The card registers in Samsung Wallet within minutes.
4
Pay at Korean NFC terminals
At checkout, hold your phone near the terminal. Samsung Wallet opens automatically. Authenticate with fingerprint or PIN. The payment goes through. Works at CU, GS25, 7-Eleven, most restaurants, and large retailers.
"Samsung Pay with my American Mastercard worked perfectly everywhere in Seoul — convenience stores, restaurants, even the small pojangmacha (street stall). No Korean ID needed at all. PAYCO was a red herring."

Option B: Apple Pay Setup
Works on iPhone (XS and later) and Apple Watch. No Korean ID required. Foreign cards supported directly.
1
Open Wallet app on iPhone
The pre-installed Wallet app (green icon). Tap the "+" button in the top right corner.
2
Add credit or debit card
Choose "Debit or Credit Card." Position your card in the camera frame to scan, or enter details manually. Your bank may require verification — approve via your banking app or SMS code.
3
Pay with Face ID or Touch ID
Double-click the side button → authenticate → hold near terminal. Or just hold your iPhone near the contactless reader while it's locked — Face ID activates automatically on newer models.
NFC availability in Korea: Apple Pay expanded in Korea from March 2023. Most CU, GS25, and E-Mart stores now have NFC terminals. Look for the contactless symbol (four curved lines). Some older terminals at small shops may not support it — carry your physical card as backup.
Option C: WOWPass for Transit & Cash
Foreign visitor prepaid card. Exchanges currency AND works as T-Money transit card. No Korean ID whatsoever.
1
Find a WOWPass kiosk
WOWPass kiosks are at Incheon Airport (arrival floor), major subway stations (Hongdae, Myeongdong, Gangnam, Busan KTX station), and selected convenience stores. The kiosk has an orange/yellow design with multiple language options.
2
Insert foreign cash or card
Select your currency (USD, EUR, JPY, CNY, GBP and others supported). Insert cash or tap/insert your foreign card. The kiosk converts to KRW and loads it onto your WOWPass card.
3
Use for subway, bus, and stores
WOWPass works as a T-Money card on all Seoul/Busan/Daegu subway lines and intercity buses. Tap at the gate. Also accepted at convenience stores and some restaurants showing the T-Money logo.
Common Failure Points
The most common payment confusions for foreigners in Korea — and exact fixes.
FAIL "I tried to sign up for PAYCO with my tourist SIM and it keeps failing"
Expected behavior. Tourist SIMs (even with a Korean 010 number) are not registered in Korea's 본인인증 system. PAYCO's phone verification calls the carrier, the carrier returns no identity data, and the check fails. This is by design — stop trying and move to Samsung/Apple Pay.
FAIL "Samsung Pay says my card is not supported in this region"
Your bank may block international card additions. Try a different card — Wise and Revolut cards register on Samsung Pay in Korea with very high success rates. Alternatively, check if your bank has a "Samsung Pay international" setting in its app.
FAIL "Apple Pay isn't working at the terminal"
Two possible issues: (1) The terminal doesn't support NFC — older terminals at small shops. Use your physical card. (2) Your Apple Pay is set up on a card from a country region that Korean terminals don't accept. Try a Mastercard on Apple Pay — typically higher acceptance than Visa debit in Korea.
FAIL "My Visa debit card keeps getting declined at Korean stores"
Visa debit (not credit) has high decline rates at Korean terminals because many terminals are set for credit mode. Fix: (1) Try Mastercard credit instead. (2) Try a Wise card (Mastercard debit — consistently higher success). (3) Withdraw cash from an ATM with "Global ATM" sticker and pay cash.
Frequently Asked Questions
No. PAYCO requires 본인인증 (real-name identity verification) which is linked to a Korean postpaid SIM card and ARC. Tourist prepaid SIMs are not registered in the national identity system, so PAYCO signup fails at the phone verification step. There is no workaround — PAYCO is simply not accessible without an ARC.
No. PAYCO has a PayPal partnership but it requires a PAYCO account first. Since foreigners without ARC cannot create a PAYCO account, the PayPal integration is irrelevant. The "PayPal workaround" you may have read about online only works if you already have a PAYCO account — which requires ARC. (Note: verify current partnership status in 2026 as integrations can change.)
Samsung Pay works with foreign cards on Samsung devices — no ARC required. Apple Pay works with foreign cards on iPhone and Apple Watch — no ARC required. Both use NFC and work at Korean contactless terminals. WOWPass works as a prepaid card for T-Money transit and convenience store purchases. These three options cover virtually every payment scenario a tourist needs.
Both require 본인인증 — the same Korean identity verification that requires a postpaid SIM registered with ARC. Without ARC, you cannot complete the identity check. These Korean super-apps are designed for residents, not tourists. The only exception is KakaoTalk basic messaging (no payment features) which works with a foreign number.
WOWPass is a foreigner-friendly prepaid card combining currency exchange and T-Money transit. Find kiosks at: Incheon Airport arrival floor, Gimpo Airport, major Seoul subway stations (Hongdae, Myeongdong, Gangnam exits), and Busan KTX station. Insert foreign cash or tap your foreign card. The rate is slightly worse than Wise but competitive for small amounts. No registration, no Korean ID — completely anonymous top-up.
PAYCO becomes available after you: (1) receive your ARC (Alien Registration Card) from the immigration office after 90+ days of residency, (2) open a Korean postpaid SIM registered with your ARC number. Once your carrier links your ARC to your account, you can complete 본인인증 and create PAYCO. This typically takes 2–3 months total for new residents.
