TL;DR — the 60-second answer
- Google Maps has no walking or driving navigation in Korea. Not a bug — a 19-year legal dispute over map data exports. As of June 2026, still not resolved for tourists.
- Install Naver Map and switch it to English in 30 seconds (MY icon → ⚙ Settings → Language). It works for everything Google Maps should. No account needed.
- Add KakaoMap for real-time transit. It shows live subway and bus positions and tells you which train car to board. Use both.

📰 2026 Update — Important Context
On February 27, 2026, South Korea gave Google conditional approval to export high-precision map data for the first time in 19 years. Headlines called it a breakthrough.
BUT — as of June 2026, Google has not met the required conditions. Full navigation has not launched. The two sides remain divided on data storage, processing location, and compliance verification.
Background discussions include a potential SK Telecom T Map partnership and plans for a Korea-based data center — neither finalized. Actual full service launch is estimated mid-to-late 2026 at the earliest.

⚠️ Visiting Korea in 2026: Google Maps navigation is still not available. Use Naver Map + KakaoMap.
📱 Practical Role Assignment — Keep All Three
Google Maps
English place search + reading reviews. Keep it for pre-trip research. Don't try to navigate with it.
Naver Map
Walking + transit + driving navigation. Your primary app in Korea. Set to English before you land.
KakaoMap
Taxi + real-time transit. Live subway and bus positions, which car to board. Pairs directly with Kakao T.
Why Google Maps Has No Navigation
The actual law — not vague "security reasons."
THE LEGAL BLOCK
Geospatial Data Export Ban — In Force Since 2007
South Korea's National Geographic Information Act (국가공간정보기본법) prohibits exporting precise map data (1:5,000 scale — individual buildings and alleys) to servers outside Korea.
Google Maps needs to send this data to overseas servers to calculate routes and run navigation algorithms. Korean law says no.
The reason: South Korea remains technically at war with North Korea. Precise mapping data combined with commercial satellite imagery could expose military installations.
✗ Result: No turn-by-turn. No walking routes. No driving directions.

WHAT DOES WORK ON GOOGLE MAPS IN KOREA
Place Search · Business Listings · Street View · Rough Transit Overview
Google Maps can show you where places are. You can search for a restaurant or landmark and see it on the map. Street View works in many areas.
Transit overview routes exist (you can see "take Line 2 to Hongik Univ.") but walking segments within routes are vague dotted lines — not step-by-step instructions.
✓ Useful as a reference tool — not for navigation

"I didn't realize until I was standing at Gangnam Station trying to get to a restaurant 400m away. Google Maps just showed a dotted line and said 'walking directions not available.' Ended up walking in circles for 15 minutes until a local pointed me in the right direction."

Fix #1: Naver Map — Your Primary App
Used by 56.2% of foreign visitors to Korea (KTO survey). The closest thing to Google Maps — but it actually works.
🟢 PRIMARY NAVIGATION APP EN / JA / ZH / KO
Naver Map 네이버 지도
Free · No account required · 4 languages
- Full turn-by-turn walking navigation in English
- Accurate transit directions — bus arrivals within ±30 seconds
- English, Japanese, Chinese, Korean language modes
- No Korean phone number or account required for basic use
- Subway exit numbers with escalator/elevator icons
- Restaurant hours, menus, and crowd levels
- Voice navigation in English
Set Up Naver Map in English — 60 Seconds
1
Download Naver Map
Search "Naver Map" in App Store or Google Play. The icon is a green N on white. Free download, ~70MB.
2
Tap MY icon → Settings
Tap the MY icon (profile icon) to the right of the search bar, then tap the gear icon (⚙) in the top right corner. (Official guide)
3
Tap 언어 (Language) → English
Language is the first setting. Select English (or 日本語 / 中文). The app restarts in English mode immediately — all menus, navigation prompts, and route descriptions switch over.
4
Search by phone number for best results
Korean romanization is inconsistent — "Gyeongbokgung" vs "Gyongbokgung" can give different results. The best trick: find the place's phone number on Instagram or their website, then type it into Naver Map's search bar. This always finds the right location.
Power Tips for Naver Map
Check the exit icon before you arrive at a station
Tap your destination and Naver Map shows you which subway exit to use. A yellow escalator/elevator icon = step-free access. No icon = stairs only. Critical if you have luggage.
English mode shows place names in English when possible
Major landmarks switch to English. Local restaurants and small shops stay in Korean. Use Google Translate's camera feature to read Korean signs — it pairs well with Naver Map.
Phone number search beats name search
Get the phone number from the place's Instagram, Google listing, or the Inner Korea page. Type the number (e.g., 02-1234-5678) into Naver Map. Finds the exact location every time, no romanization guessing.
Don't create a Naver account while overseas
Creating a Naver account from a foreign IP or eSIM can trigger an automatic account suspension. Use Naver Map without login — all navigation features work. See the Naver Map account suspension guide for details.
Fix #2: KakaoMap — Real-Time Transit
Keep this as your second app. Beats Naver Map for one specific thing: knowing exactly when your train or bus is coming.
🟣 SECONDARY APP — REAL-TIME TRANSIT
KakaoMap 카카오맵
Free · No account required for basic use · English mode available
- Live subway positions on the map — see trains moving in real time
- Tells you which car number to board for fastest transfer
- Live bus positions and crowding level
- Tight KakaoTalk integration — share location with travel companions
- No account needed for route search
- Some place names stay in Korean even in English mode
- English mode less polished than Naver Map's
Switch KakaoMap to English
1
Download KakaoMap
Search "KakaoMap" in App Store or Google Play. Yellow-on-black K icon.
2
Settings → App Settings → Language → English
Tap the person icon (bottom right) → Settings (설정) → App Settings (앱 설정) → Language (언어) → English. Transit information and route steps switch to English.
3
Use for transit timing, not place search
Find your destination on Naver Map first. Then open KakaoMap and search the same destination to check live transit departures. Use KakaoMap's "which car" feature to position yourself on the platform.

Frequently Asked Questions
South Korean law (National Geographic Information Act) prohibits exporting high-precision map data to servers outside the country. Google needs to process route calculations on overseas servers — which the law blocks. The restriction stems from national security concerns near North Korea: detailed maps could expose military installations when combined with satellite imagery. The law has been in force since 2007 and has blocked Google's requests for map data export ever since.
Not yet for tourists. On February 27, 2026, South Korea gave Google conditional approval to export map data — the first breakthrough in 19 years. But as of June 2026, the deal has stalled: the two sides remain divided on how data is stored, processed, and secured. No implementation date has been announced. Until Google Maps actually launches full navigation in Korea, use Naver Map and KakaoMap.
Use both Naver Map and KakaoMap together — they have different strengths. Naver Map is your primary app: full English mode (MY icon → ⚙ → Language), accurate walking and transit directions, restaurant hours and reviews. KakaoMap is your transit companion: it shows live subway and bus positions on the map, tells you which subway car to board for the fastest transfer, and shows bus crowding. Install both before your flight.
Yes — all core navigation features work without a Naver account: route search, walking directions, transit planning, place search, and language switching. You only need an account to save bookmarks or write reviews. Important: do not create a Naver account while connected to a foreign IP address or an Airalo/data-only eSIM — this can trigger automatic account suspension. Use the app without login.
Apple Maps has the same problem as Google Maps — it relies on map data that faces the same export restrictions. Apple Maps provides basic place search but walking navigation is unreliable and transit directions are incomplete. Use Naver Map for walking navigation in Korea. Apple Maps is fine for looking up an address before switching to Naver Map for the actual directions.
Google Maps offline downloads work in Korea for map tiles — you'll see streets and buildings. But offline navigation routes are also broken for the same legal reason: the routing data simply isn't there. Naver Map doesn't support offline use either. If you're worried about connectivity underground, set your KakaoMap route before entering a subway station.
